The Fleet Commander is responsible for the Wing Commanders, who are then responsible for their squad commanders, who are then responsible for their squads. Members of different wings are obligated to obey only those who are both above them in the chain of command and in their own wing. (IE: Prospector Squad Commanders cannot issue orders to Military Squad Members.)
Income
The Corporation’s sole source of income will be from taxes (to be set at 10%, or the CEO’s discretion.) Ore from mining ops is not to be taken from miners, goods produced by engineers are not to be taken from them, and it’s damn near impossible for traders to keep track of their own goods let alone how much of their income should go to the corp anyway. Taxes will be the sole source of the corporation’s income.
Expenditures
To balance out this somewhat small income, the Corporation will ONLY provide ships/gear/materials at the discretion of the chain of command. All new recruits, upon joining the corporation, should be granted one (and only one) frigate of the type which is appropriate to their career choice and race, fully fitted for training. As they are only frigates and only one will ever be granted for training purposes this should not tax the corporate wallet too heavily.
It is also recommended that, upon graduation from Training, new fully fledged corporation members be granted a fully T1 (meta level zero) Cruiser of the appropriate type and race of their career choice.
Further granting of assets will be entirely at the discretion of the chain of command. It is recommended that further granting of assets be heavily considered before a declaration of war, and perhaps after a war or campaign as a reward to those corporation members who’s services have been above and beyond the call of duty.
Any assets granted to members by the corporation to corporation members are GRANTED, not ISSUED. Once granted, the assets belong entirely to the member, and not to the corporation. It is the members job to maintain, repair, re-fit, or even replace should the need arise, these assets. They need not ever be returned to the corporation.
All corporation members will be entirely responsible for their own damn wallets. This means that they will have to find their own sources of income, and spend their ISK and manage their assets however they see fit. The corporation will still be of benefit to them and their wallets in that groups of pilots are often more capable and therefore able to tackle riskier and more profitable endeavors than a solo pilot could.
This strategy of income/expenditure is most suited to the mechanics of EVE as they are. When our miners mine, they compete on the market to sell their materials just like everyone else, and our engineers will buy from them. The benefit of the corporation, again, is in well co-ordinated efforts both in the field, in the hangars, and in the market.
Recruitment
For the time being, recruitment duties will be handled on a purely voluntary basis. Later, as we have more fully fledged members, recruitment duties will be taken over by people of Ensign or Corporal rank.
In order to prevent loyalty issues and help weed out spies, new recruits shall only be accepted into our Training Program if they are 30 days old or younger and have no prior corporations in their employment history. Older recruits, or recruits with an employment history, may be accepted ONLY with the referal of an Executive of Captain rank or greater. The referring Executive must also NOT be a recruiter for our corporation.
Medals and Other Awards
“It is not titles that honor men, but men that honor titles.”
In order to build a greater espirit de corps as well as reward those members who have proven their service, I suggest the implimentation of the following medals:
Medal of Honor – Awarded only during times of war and to those very few members whose deeds are the epitomy of selflessness, courage, and service to the Corporation and their fellow corporation members. This medal should be awarded fewer than any other medal.
Gold Star of Valor – Awarded to those members whose bravery and decisiveness lead them to go above and beyond the call of duty for the success of their mission or to save valuable corporation or member assets.
Silver Star of Courage – Awarded to those members whose courage during times of duress is an inspiration to their fellows and turns the tide of an engagement or saves valuable corporation or member assets.
Bronze Star of Might – Awarded to those members whose prowess in battle alone has turned the tide of a conflict single-handedly.
Corporate Acheivement Medal – Awarded for exemplary service to the Corporation to members who have gone above and beyond the call of duty and brought great advancement to the Corporation and their fellow members.
Combat Action Medal – Awarded to those members who have been part of an official engagement during a time of war.
Various Campaign Medals – For involvement in various campaigns
Corporate Defense Medal – Awarded for service to the Corporation during a time of war
Good Conduct Medal – Awarded for 6 months of good conduct while in the Corporation. (Those who must be reprimanded will not receive their GCM come the appointed time.)
Those are just samples.
I also recommend that all promotions and awards be handed out ceremoniously on the 1st of the month, every month. The more we honor the titles and awards, the more our men will honor them and those who receive them.
